Conagua achieved the Bronze Certification in the Mexican Standard for Labor Equality and Non-Discrimination (NMX-R-025-SCFI-2015), recognizing its commitment to equal treatment and inclusive work practices across its offices in Mexico.

Conagua held negotiation meetings with representatives of the SNTSEMARNAT to address workforce concerns and ensure compliance with labor rights and transparency in administrative processes, including wage adjustments and procurement of protective equipment.

Conagua, the National Water Commission of Mexico, achieved recertification under the Mexican standard for equality and non-discrimination. The certification, which improved from previous scores, underscores the institution’s commitment to gender equality, fair remuneration, and preventing workplace violence, reflecting robust labor practices.

Conagua General Director Efraín Morales announced at a press conference that the National Water Commission will invest over 120 billion pesos in 17 strategic water infrastructure projects between 2025 and 2030 to address water scarcity and guarantee the human right to water for millions of Mexicans.

Conagua, under Director Efraín Morales, unveiled a comprehensive water plan with a 20 billion pesos investment aimed at guaranteeing the human right to water, improving sustainability, digitalizing the water concession system through the creation of the RENAB database, and reviewing unused water concessions to return them to national control.

On April 13, 2023, around 10,000 workers at Comisión Nacional del Agua (Conagua) staged a national strike, closing 32 state management offices and various regional facilities. The protest was driven by long-standing grievances including inadequate personal protective equipment and the prolonged use of temporary contracts for workers, some of whom have been on short-term renewals for over 11 years. In response, Conagua stated it respects workers' rights, noted no outstanding fiscal obligations, and announced plans for equipment procurement and a gradual conversion (basificación) of temporary workers, though these measures are seen as reactive rather than proactive.

The National Water Commission of Mexico engaged in negotiation tables with union representatives to address workers' demands on working conditions and benefits, including steps toward implementing the National Basificación Program.

On April 12, 2023, thousands of Conagua workers staged a national strike in Mexico demanding better working conditions, including proper equipment, basificación for temporary workers, timely provision of uniforms and benefits, and the filling of long-vacant positions following retirements. The protest highlights chronic labor grievances within the agency.

Civil groups protested outside Conagua's headquarters on March 23, 2023, demanding that the agency support the approval of a long-overdue new General Water Law. Protesters specifically accused Conagua's head, Germán Martínez, of lobbying with federal legislators to obstruct the reform, alleging that such actions help maintain a system that favors corruption and undermines water rights.

Conagua received recognition from several government bodies, including the Instituto Nacional de las Mujeres, the Secretaría del Trabajo y Previsión Social, and the Consejo Nacional para Prevenir la Discriminación, for its outstanding practices in labor recruitment, selection, training, and non-discrimination. The commission's initiatives in promoting equal pay, workplace flexibility, and inclusive facilities were highlighted as best practices.
