Following the 2019 Presidential Declaration of National Emergency and subsequent GAO recommendations, the U.S. Army Corps of Engineers deviated from its standard competitive procurement process by awarding $4.3 billion in noncompetitive contracts for border barrier construction during fiscal years 2018–2020. The agency also commenced work before contract terms were finalized, raising concerns over transparency and accountability in support of expedited border enforcement measures.
