The event was attended by diplomats, public officials, and foreign policy experts, reflecting Russia’s strategy to counter Western sanctions by strengthening ties with Global South nations.

The Russian International Affairs Council (RIAC) was founded under a presidential decree on 2 February 2010, established as a non‐profit academic and diplomatic think tank. Its mission focuses on strengthening peace, promoting conflict resolution, and fostering solidarity between peoples by linking the state, academia, business, and civil society.
